The aim of this package was to make available a computational tool to deal with numerical semigroups. Besides numerical semigroups, the current version also provides tools for computing with affine semigroups and with good semigroups.
If the current version of numericalsgps is not yet one the GAP packages you have installed please load the stable release from GitHub or from the GAP web page and follow the instructions there.
The development version is available from this GitHub repository, which you may find to be a good alternative.
